How do I alert proper authorities to a website that I just purchased an ebook from and is refusing to give me?

I just paid for a book. the actual message from the download link sent to my email reads “We are sorry. The requested book is not available for download at this time.

Please try again later or see our support page for more information.

I am unable to download this book at all. The website has charged me 15 dollars and I want them shut down. This is the absolutely unnacceptable and I know there is probably little I can do but if anyone could give me any advice as to who I can alert and what can be done it would be greatly appreciated

I am looking for some good, legitimate stories to be published in an ebook that focuses on people who have succeeded outside of the normal “9 to 5″ type of job. Ideally, this person would have created their own job, and are happily being a success.
Although payment would not be received, I will include a link to your site / blog after your story in order to get more people to your site.
I plan on taking this ebook viral, so you have the potential to get substantial hits from your contribution.
